DAV opens online filing for import licences for specially controlled drugs and drug materials

Under Official Letter 3826/QLD-KD, applications to import narcotic, psychotropic and precursor drugs and drug materials (procedures TT-38 and TT-39) can now be filed and processed online at https://dichvucong.dav.gov.vn.

The Drug Administration of Vietnam (DAV), under the Ministry of Health, issued Official Letter 3826/QLD-KD dated 7 October 2026. It announces that DAV has finished building online public-service software on its portal (https://dichvucong.dav.gov.vn) so that two import-licensing procedures for specially controlled drugs and drug materials can be filed and processed online. DAV asks drug and drug-material manufacturers, exporters and importers to read the user guide and file these applications online.

What the document is and who issued it This is a guidance letter from DAV, signed by Deputy Director Le Viet Dung on behalf of the Director. The number and date come from the listing on DAV's website, because the digitally signed PDF leaves those fields blank.

The letter cites the Government's digital transformation and administrative reform policy in Decree 45/2020/ND-CP of 8 April 2020 on carrying out administrative procedures electronically. Its stated aims are more digital dossiers, simpler procedures and less burden on businesses.

The two procedures now available online

  • TT-38: Import licence for narcotic drugs, psychotropic drugs, precursor drugs, and combination drugs containing narcotic active substances, psychotropic active substances or precursors.
  • TT-39: Import licence for drug materials that are narcotic active substances, psychotropic active substances or precursors used to make drugs.

Who is affected The letter is addressed to drug and drug-material manufacturers, exporters and importers. In practice, it directly affects companies that import the specially controlled drugs and drug materials listed above.

Effective date and transition The letter gives no start date, sets no transition period and does not say whether paper applications will still be accepted alongside online filing. Its wording is that DAV "requests" companies to file online. Companies with paper applications already under way should check with DAV.

What companies should do

  • Read the software user guide posted at https://dichvucong.dav.gov.vn (point 1 of the letter).
  • File TT-38 and TT-39 applications online (point 1).
  • Report any problems to DAV's Pharmaceutical Business Management Division at qlkinhdoanhduoc.qld@moh.gov.vn for guidance (point 2).
  • Set up portal accounts and name the staff who will file, and check upcoming import schedules so the switch to online filing does not cause delays.
