Ministry of Health revokes four Pharmacy Business Eligibility Certificates at the companies' request (28 Oct – 5 Nov 2026)

Decisions 3304, 3307, 3332 and 3410/QD-BYT withdraw the certificates of CPC1 – Ho Chi Minh City Branch, Hoa Duoc Viet Nam, Medochemie (Vien Dong) and Cuu Ton Pharmaceutical. All four were requested by the companies themselves; no violations are cited.

Between 28 October and 5 November 2026, the Ministry of Health issued four decisions revoking the Pharmacy Business Eligibility Certificates of four companies that import, export or store drugs. All four were revoked at the companies' own request: two companies ended their pharmaceutical business at a specific site, and two changed their business plans. None of the decisions cites a violation.

The four decisions at a glance

  • Decision 3304/QD-BYT (28 October 2026): CPC1 Central Pharmaceutical JSC – Ho Chi Minh City Branch, certificate No. 1033/DKKDD-BYT. Scope: export and import of drugs and drug materials, and storage services for drugs and drug materials.
  • Decision 3307/QD-BYT (28 October 2026): Hoa Duoc Viet Nam JSC, certificate No. 1319/DKKDD-BYT. Scope: export and import of drugs and drug materials, and storage services for drugs and drug materials.
  • Decision 3332/QD-BYT (29 October 2026): Medochemie (Vien Dong) Co., Ltd., certificate No. 1043/DKKDD-BYT. Scope: drug import. Its GSP certificate No. 329/GCN-QLD also ceases to be effective.
  • Decision 3410/QD-BYT (5 November 2026): Cuu Ton Pharmaceutical Co., Ltd., certificate No. 1007/DKKDD-BYT. Scope: export and import of drugs and drug materials.

What the four decisions have in common

  • Signed by Deputy Minister Do Xuan Tuyen on behalf of the Minister of Health, on the proposal of the Director of the Drug Administration of Vietnam.
  • Legal bases: Pharmacy Law 105/2016/QH13, Law 44/2024/QH15, Decree 163/2025/ND-CP and Decree 313/2026/ND-CP.
  • Effective from the date of signing. The earlier decision granting each certificate ceases to be effective at the same time.
  • No transitional provisions, and nothing on goods in storage, ongoing contracts or related marketing authorisations.
  • In the digitally signed PDFs the number and date fields at the top are blank. The numbers and issue dates in this article come from the Drug Administration of Vietnam's publication pages.

1. CPC1 – Ho Chi Minh City Branch (Decision 3304/QD-BYT)

Certificate No. 1033/DKKDD-BYT was granted on 17 June 2024 for Lot 20, Road No. 7, Tan Tao Industrial Park, Tan Tao Ward, Ho Chi Minh City. The branch applied on 16 October 2026 because it had ended its pharmaceutical business at this site. Decision 1691/QD-BYT of 17 June 2024 ceases to be effective. The decision covers only this branch's certificate and does not mention any other CPC1 sites.

2. Hoa Duoc Viet Nam JSC (Decision 3307/QD-BYT)

Certificate No. 1319/DKKDD-BYT was granted on 19 May 2026 for 192 Duc Giang Street, Viet Hung Ward, Hanoi. Decision 1422/QD-BYT of 19 May 2026 ceases to be effective.

3. Medochemie (Vien Dong) Co., Ltd. (Decision 3332/QD-BYT)

Certificate No. 1043/DKKDD-BYT was granted on 3 July 2024 for drug import, with the business location at No. 10, 12 and 16 VSIP II-A, Road No. 27, Vinh Tan Ward, Ho Chi Minh City. The company asked for the revocation in a letter dated 24 September 2026, citing a change in its business plans. Decision 1869/QD-BYT of 3 July 2024 and Good Storage Practice (GSP) certificate No. 329/GCN-QLD of 27 May 2024 cease to be effective.

4. Cuu Ton Pharmaceutical Co., Ltd. (Decision 3410/QD-BYT)

Certificate No. 1007/DKKDD-BYT was granted on 2 May 2024 for Dan Kim Village, Van Giang Commune, Hung Yen Province. In a letter dated 4 September 2026 the company asked for the revocation, citing a change in its business plans and direction. Decision 1102/QD-BYT of 2 May 2024 ceases to be effective.

What affected companies should do

The decisions give no guidance for business partners. The points below are editorial recommendations:

  • Check supplier, importer-of-record and storage-provider lists against the four certificate numbers above.
  • Manufacturers and marketing authorisation holders, including foreign companies, that use any of these companies as importer: confirm a replacement importer and update your dossiers.
  • Customers of storage services at Tan Tao (CPC1) or Duc Giang (Hoa Duoc Viet Nam): contact the company about goods in storage, which the decisions do not address.
  • For anything the decisions do not cover, ask the Drug Administration of Vietnam or the provincial Department of Health before continuing to trade.
