Agency or authority
Definition
The directorate within the Ministry of Health responsible for the entire pharmaceutical sector — marketing authorisation, manufacturing GMP, wholesale licensing, import/export, pricing, and post-market surveillance of drugs and pharmaceutical starting materials. DAV issues GCN ĐĐKKDD for pharma businesses outside the retail tier (which goes to Sở Y tế), the Certificate of Pharmaceutical Product (CPP) and Free Sale Certificate (FSC) for Vietnamese exports, and maintains the public register of foreign manufacturers authorised to supply drugs into Vietnam.
