Definition
The independent quasi-judicial UN body that monitors national compliance with the 1961 Single Convention on Narcotic Drugs, the 1971 Convention on Psychotropic Substances, and the 1988 Convention against Illicit Traffic. Vietnam, party to all three Conventions since 1 September 1997, reports annually to the INCB on production, consumption, stocks and trade of controlled substances. Domestic implementation flows through Circular 18/2026/TT-BYT and Decree 28/2026/NĐ-CP.
