The 63 provincial Departments of Health — or, after the 2024–2025 local-government restructuring, the equivalent specialised health authority under each provincial People's Committee. Issue retail GCN ĐĐKKDD, CCHN KCB for practitioners in the province, GPHĐ KCB for facilities operating in the province, and Class A/B medical-device số lưu hành.
